Covid-19 - Aids for conservators

With the reconfinement implemented by the government, restaurant professionals have been forced to close their establishments once again. In order to reduce the economic impact of this health crisis as much as possible, several aids for restaurant owners have been put in place.

Digitizing assistance

A brand new aid for restorers, the digitization aid. This aid helps to support local craftsmen and shopkeepers. It is an aid in the form of a digital cheque. Its aim is to develop digital technology within companies and thus boost sales and e-commerce.

Several conditions must be met to be eligible for this aid, in particular : 

  • To be an independent shopkeeper or local craftsman, sedentary or not, with or without a point of sale, including arts and crafts (excluding franchises),
  • Have less than 10 employees,
  • Be registered in the trade register and/or register of trades.

The solidarity fund

Following an announcement by the Minister for the Economy, we know that the solidarity fund has been strengthened for companies with a turnover of less than 2,000,000 euros and fewer than 20 employees.

Indeed, on 24 November the President announced that administratively closed businesses, i.e. bars, restaurants, discotheques, etc., are subject to a ban on receiving the public. The latter will be eligible for state aid. This amount corresponds to 20% of the turnover achieved in 2019 or a sum of 10,000 euros, whichever is more favourable to the company.

In order to reach this solidarity fund it is necessary to make the steps online. To do this, restaurant or bar managers can go to the site www.impots.gouv.fr inorder to apply for help by accessing the special area. This within 2 months after the end of the period for which it is requested.

Help for restaurateurs: The EMP

Second aid for restorers proposed by the state, the PGE (The State Guaranteed Loan). This is a scheme set up by the State to support the economy during the coronavirus crisis.

Indeed, due to the very worrying economic situation, many banks are more reticent and are not responding favourably to requests for loans, which are essential for companies during this difficult period. This is why the state has set up this exceptional mechanism, it acts as guarantor in order to make loan applications more accessible. This aid is valid for all companies, regardless of their legal status or field of activity. This state-guaranteed loan can represent a maximum of 25% of the turnover in 2019 or, for start-ups or innovative companies, twice the payroll in 2019.

This state-guaranteed loan is for a maximum period of 6 years and the applicable rates vary between 1 and 2.5% depending on its duration. 

What is the PGE Season device?

Due to a large number of sectors very much affected by the Covid-19 crisis, the State decided to implement the PGE Saison. This was created in order to reinforce the aid for companies in the fields of tourism, events, sport and culture. In order to know your eligibility you must enter your NAF code. That of the restaurant NAF code of the class 56, is eligible.

The seasonal EMP gives eligible enterprises the possibility of obtaining aid of more than 25% of turnover or twice the wage bill, as seen above. This allows a new ceiling which can represent the turnover of the best 3 months of the last closed financial year.

How do I apply for a loan?

In order to apply for the PGE saison it is preferable to be accompanied by your accountant, who will advise you and help you make the best decisions.

  • You can make this request at your usual bank or at another bank.
  • Once the request has been made and your situation has been examined, your bank will give a "pre-approval".
  • You will then be able to connect to the BPI France website in order to obtain your identifier, which you will have to communicate to your bank. (Please note that this code is unique, do not lose it). You will need to have your SIREN number, the amount of your loan and the name of the bank agency.
  • Once this information has been transmitted, the bank gives its approval for the EMP season.

Help for restaurant owners: Short-timework

The sectors most affected by the health crisis can benefit, since 1 June 2020, from the maintenance of the partial activity allowance at 70%. The partial activity allowance has been modified since 14 October 2020. With this modulation, between 1 November and 31 December 2020, the rate of the unemployment benefit will be set at :

  • 70% for companies that will be subject to administrative closure;
  • 60% for tourism companies, and CHR ;
  • 36% for other companies with a minimum of 7,23€.

In addition, apprenticeship and professionalization contracts with remuneration below the SMIC will receive an indemnity equivalent to their usual remuneration. For a remuneration greater than or equal to the SMIC, it may not be less than the net SMIC, i.e. €8.03.

Exemption from charges

Aid for restorers also includes exemption from charges. There are two cases of exemption from charges:

For companies with less than 250 employees

The companies concerned by the exemption from charges are those whose economic activity was particularly affected by the Covid-19 crisis, i.e. restaurants, hotels, bars, etc., which suffered a sharp fall in turnover. This exemption concerns the period from1 February 2020 to 31 May 2020.

For companies with less than 10 employees

The undertakings concerned by the exemption from charges are those open to the public, which have been administratively closed down because of Covid-19. This exemption concerns the period from1 February 2020 to 30 April 2020.

The companies concerned benefit :

  • Assistance with the payment of social security contributions. The amount of this aid is 20% of the salary.
  • A flat-rate aid for company directors, €2,400 for the first category and €1,800 for other sectors.
